Open Question: PA, Age of consent 15 with a 18-year old.?

Hello, I'm 18 and my girlfriend is 15, 16 in two months. I've read that "The age of consent in Pennsylvania is 16 years of age. Teenagers aged 13, 14 and 15 may legally engage in sexual activity with partners who are less than 4 years older.". Although we don't plan on doing anything until she's 16, could we still legally? I'm just doing this for safety. Obviously 15-18 there is only a three year difference, so if that is saying 13,14,15 year old can do anything as long as the other is no older than 4 years.
